Usually within 48 hours of account access, though we would rather spend the first week fixing tracking than launch onto a broken measurement setup.
Will you use Performance Max?
Where it earns its place. It performs well with clean conversion signals and a defined product feed, and badly without them. The decision is made per account, not by policy.
What budget do you work with?
The floor is whatever produces enough data to learn from — typically around USD 3,000 a month per market. Below that, the account cannot exit the learning phase and no amount of management fixes it.
